New Leadership for the High Anti-Corruption Court

Judge Oleh Pavlyshyn has been appointed to temporarily lead Ukraine's High Anti-Corruption Court (HACC), with his administrative powers commencing on February 15, 2026. This change follows the conclusion of the term of the previous chairperson, Vira Mykhailenko, whose tenure ended on February 14, 2026. The HACC is a key institution in Ukraine's ongoing judicial reforms and fight against high-level corruption.

Oleh Pavlyshyn is a current judge of the HACC Appeals Chamber, a position he has held since the court's establishment in 2019. He previously served as the acting head of the HACC for a period during 2022-2023. Prior to his judicial career, which began in 1994 at the Horodok District Court in Lviv, Pavlyshyn worked as an investigator in a district department of the Ministry of Internal Affairs in Lviv. From 2002, he served as a judge at the Lviv Oblast Court of Appeal.

Appointment Process and Significance

Pavlyshyn's appointment was made in accordance with Part 3 of Article 34 of Ukraine's 'Law on the Judiciary and the Status of Judges,' which designates the judge with the longest tenure to assume the chairperson's role. This leadership transition is part of the standard administrative procedures governing Ukraine's judicial system.

The appointment of a new head is a significant step in ensuring the stability and continued operation of Ukraine's anti-corruption framework. With his extensive judicial experience, Oleh Pavlyshyn is positioned to maintain the court's work and uphold its standards. This adherence to established legal procedures in leadership changes is crucial for reinforcing public trust in the judicial system's integrity.
