Extension of Legal Restrictions

The Higher Anti-Corruption Court has prolonged the procedural restrictions on Andriy Yermak, the former Head of the President’s Office, except for the requirement to wear an electronic monitoring bracelet. This exemption was granted due to medical contraindications confirmed by an independent medical expert. The case concerns the legalization of assets linked to criminal activity involving the construction of the "Dynasty" cottage complex.

Obligations Imposed on the Accused

According to the court ruling, Yermak must comply with summons from detectives, prosecutors, and the court. Additionally, he is required to:

  • inform authorities about any changes in his residence or workplace;
  • remain within designated localities and is prohibited from leaving these areas;
  • surrender all passports used for international travel, including diplomatic passports, for safekeeping;
  • avoid contact with individuals specified in the judge’s ruling, including other suspects and witnesses involved in the case.

The "Dynasty" project involved constructing four private residences labeled R1, R2, R3, and R4, each approximately 1,000 square meters and valued at around two million dollars apiece. There was also a planned shared estate, R0, featuring amenities such as a spa, swimming pool, and gym. Construction began actively in June 2021 but was halted temporarily in July 2025 to prevent the exposure of a money laundering scheme. Investigators estimate that over 460 million hryvnias may have been laundered through this development.

In 2022, the wife of a clergyman who blessed the construction became the official owner of one of the apartments, which was considered an illicit benefit linked to a former Minister of Community Development and Territories. Following media revelations about the "Dynasty" project, the court froze the land plots and five unfinished buildings in Kozyn. Detectives and prosecutors also conducted an inspection of the cottage complex. On May 12, the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO) formally charged Andriy Yermak with legalizing criminally obtained assets.

This case plays a critical role in Ukraine’s ongoing anti-corruption efforts targeting high-level schemes. It highlights the government’s commitment to combating money laundering and illicit enrichment, as well as the judiciary’s role in enforcing the rule of law. The case’s progression is expected to influence public perception regarding transparency and accountability among public officials.

In light of the ongoing legal proceedings, it is crucial to understand the implications of the recent court decision regarding Yermak's restrictions.
