Ukrainian drivers are facing serious changes. The Verkhovna Rada is preparing draft laws for the implementation of a point system for drivers and a new scale of fines for speeding. According to the initiator, deputy chairman of the transport committee Volodymyr Kreidenko, the main goal is not to 'collect money', but to cultivate a culture of road safety. He told 'Telegraf'.
5-Point Penalty System for Drivers
Kreidenko explained that the current system is perceived as 'pay off and continue', so a different approach is needed. The new rules aim to make punishment fairer and more significant. According to the idea, each violation will be evaluated in a certain number of points – from 1 to 5, depending on the severity. If a driver accumulates:

15 points – they will lose their driving rights,

10 points – if they are a novice with less than a year of experience.
To regain their license, they will have to undergo training again and pass an exam. According to the deputy, this model works in most EU countries and has proven to be effective: 'This is not punishment for the sake of punishment, but an incentive to learn to drive safely'.
Penalty Points Will Be Recorded for Specific Drivers
The politician also responded to the skepticism of users who fear that 'greedy people' and owners of 'special numbers' will not be affected by the new measures. According to him, penalty points will be recorded not for the car, but for the specific driver. Data will be stored in the registry of administrative violations of the Ministry of Internal Affairs, where it will be clearly indicated who owns the license and how many points have been assigned.
Kreidenko emphasized that it is also important to strengthen the automatic fixation of violations:
'The camera does not look at who is driving, it simply records the fact. And this is fair.'
The draft law is already ready and can be submitted to the Rada soon after approval by the ministries.
New Fines for Speeding
In addition, the MP announced another initiative – draft law №13314, which concerns speeding. Currently, drivers can virtually drive 70 km/h in the city without punishment, but this, according to the author, often becomes a cause for accidents. Therefore, a new scale is proposed:

over 10 km/h – 340 UAH,

over 20 km/h – 680 UAH,

over 30 km/h – 1360 UAH,
-
over 80 km/h – 3400 UAH.
The system should be clear and logical: those who create danger pay more, while those who follow the rules lose nothing.
Earlier we wrote that fines for driving without a license have increased significantly. The police are now openly checking drivers, especially at night. After all, the database indicates who is prohibited from driving a vehicle.
