Driver's License with Mark 64.70: What It Means

Citizens who are receiving a driver's license for the first time for two years are often surprised to see code 64.70 in the document. This mark does not limit driving rights but has a specific meaning and operates according to current legislation. The Main Service Center of the Ministry of Internal Affairs reports about it.

What Does Mark 64.70 Mean

Code 64.70 in the driver's license field 12 consists of two parts:

  • 64 – means that the driver has a maximum speed limitation, according to the Cabinet of Ministers Resolution No. 340 of May 8, 1993;

  • 70 – is the speed specifically set for novices — no more than 70 km/h.

Thus, the code records that the driver has less than two years of experience and must comply with the speed limit of 70 km/h, as provided by paragraph 12.4 of the Road Traffic Rules of Ukraine.

The mark does not introduce new rules but merely reflects the existing ones. Its main purpose — to make the document more informative and bring Ukrainian licenses closer to the European format.

Thanks to this mark:

  • road safety increases;

  • police officers can see immediately that the driver is a novice;

  • a unified European standard is maintained;

  • it reminds of speed restrictions for novices.

When is Mark 64.70 Added to the Driver's License

Mark 64.70 is automatically added when issuing the first license after passing exams at the MIA Service Center. No additional statements or documents are required.

The restriction is only valid for the first two years. When this period expires, the mark loses practical significance but remains in the document. To remove it, one must exchange the license at the service center. After this, the speed limit is canceled, and the new license will be without code 64.70.
