Changes in the cost of passenger car registration
As of January 1, 2026, the cost of the first registration of passenger cars in Ukraine has changed. This occurred due to the new subsistence minimum, which is now 3328 hryvnias. Changes in registration fees are significant for motorists as they affect the financial expenses related to the purchase of new cars.
New tax rate for mandatory state pension insurance
Under the new rules, the tax rate for mandatory state pension insurance varies depending on the car's value:
- If the value of a passenger car does not exceed 165 subsistence minimums (up to 549,120 hryvnias), the tax rate will be 3%.
- If the price of the car is in the range of 165 to 290 subsistence minimums (from 549,120 to 965,120 hryvnias), the tax rate increases to 4%.
- For cars whose value exceeds 290 subsistence minimums (over 965,120 hryvnias), the tax rate will be 5%.
These changes are aimed at adapting the car registration system to new economic conditions and ensuring fairness in the distribution of tax liabilities among motorists. It is important that changes in the cost of car registration can significantly impact the automotive transport market in Ukraine, particularly consumer decisions regarding the purchase of new passenger cars.
Changes in registration fees may stimulate demand for cars in the mid-price segment, as the new tax rates may make cars costing less than 549,120 hryvnias more accessible.
