Survey Insights on School Meal Programs
A recent survey conducted by Ukraine's State Service for Education Quality, commissioned by the Prime Minister, reveals that over 80% of parents report their children regularly eat meals at school. Additionally, 96% confirm their children receive these meals completely free of charge. As of September 20, responses from 2,162 parents of in-person students have been collected for analysis, with the survey continuing through October 16. These figures represent preliminary findings.
Parental Feedback on School Dining
According to the data, 80.8% of parents indicated their children routinely eat at school, while 14.9% said their children do so occasionally. Parents rated various aspects of school cafeterias positively, including:
- Dining environment — 90.7%
- Meal service organization — 87.7%
- Portion sizes — 87.4%
- Menu variety — 85.8%
- Food quality — 85.7%
- Meal taste — 83.6%
- Food temperature — 80.1%
However, among parents whose children eat at school irregularly or not at all, 56.1% cited meal taste as a main concern. Other notable issues included the need for more diverse menus (37%), improved flavor (36.5%), better food quality (22.4%), and warmer meal temperatures (19.8%).
Regarding meals provided during air raid alerts in shelters, 53.2% of parents reported that food was reliably supplied. Meanwhile, 13.5% said meals were provided only sometimes or inconsistently, and 21.1% were unaware of how their child’s nutrition was managed during these emergencies. In response, Prime Minister Serhiy Koretsky has tasked the State Service for Food Safety and Consumer Protection, alongside the Ministries of Education, Economy, Environment, and Agriculture, with inspecting the quality of meals served to students in grades 1 through 11.
From September 1, 2026, all students in grades 1 to 11 (and grade 12 where applicable) attending public schools across Ukraine will receive free hot meals funded by a government subsidy. This policy, expected to benefit approximately three million children, was approved by the Cabinet of Ministers to enhance the school nutrition system nationwide.
As interest grows regarding the quality of school meals, the survey findings highlight important parent perspectives that can guide improvements—particularly in taste and menu variety. With the upcoming introduction of universally free hot meals, these insights offer a valuable foundation for future reforms aimed at ensuring healthier and more satisfying school dining experiences for Ukrainian students.
