Changes in the cost of biometric documents in Ukraine
As of January 1, 2026, the cost of biometric document forms in Ukraine will change, affecting the overall cost of issuing passports and ID cards. In particular, the new prices apply to passports for citizens of Ukraine and residence permits.
Cost of issuing passports and ID cards
The cost of issuing a Ukrainian citizen's passport (ID card) will be free for the first time. However, if a person wishes to receive an ID card within 20 working days, the cost will be 618 UAH, and within 7 working days — 988 UAH. For a Ukrainian citizen's passport for traveling abroad, the cost will be 1147 UAH for issuance within 20 working days, and 1787 UAH for a term of up to 7 working days.
Moreover, the cost of residence permits will also change. A permanent residence permit in Ukraine will cost 1235 UAH, while a temporary residence permit will cost 1140 UAH. It is important to note that Ukrainian citizens who paid for administrative services before December 31, 2025, will receive documents at the old price.
These changes will take effect at the beginning of 2026 and may significantly impact the financial burden of obtaining documents.
The change in the cost of administrative services in the field of biometric document issuance is an important step towards facilitating access to passports for citizens of Ukraine.
The free issuance of ID cards may encourage more people to obtain documents, which, in turn, could positively affect the identification process and population statistics. At the same time, the new tariffs for expedited issuance of documents may become an additional financial burden for those who need to obtain passports and ID cards quickly.
