Introduction of a new service in Ukraine
From December 25, 2025, a new service for simultaneous issuance of ID cards and international passports will be implemented in Ukraine. According to the resolution No. 1709 of the Cabinet of Ministers of Ukraine, this procedure has become standard and accessible to citizens.
The service will be provided in:
- departments of the State Migration Service (SMS),
- Centers for the provision of administrative services (CPAS),
- 'Passport Service' centers.
To issue the documents, only one appointment in the electronic queue will be enough, simplifying the process of obtaining passports.
It should be noted that the waiting time for the issuance of passports abroad is up to 3 months. The administrative fee for issuing an ID card and an international passport is paid with one receipt. It is also important that if the ID card is being issued for the first time to a person who has reached 14 years of age, there is no fee required. These innovations aim to increase the convenience and accessibility of services for Ukrainian citizens.

The simultaneous issuance of documents, as well as the ability to pay the fee with one receipt, will enhance the efficiency of the process of obtaining passports, which in turn may positively affect the mobility of citizens and their ability to travel abroad.
