New Compensation Procedure for IDPs
From July 2025, a new procedure for providing compensation for housing and utility services for internally displaced persons (IDPs) who host such individuals free of charge will come into effect in Ukraine. This measure aims to support people forced to leave their homes due to hostilities or occupation.
Compensations for housing and utility services will be calculated by the Pension Fund of Ukraine. The right to receive compensation will be granted to:
- legal entities;
- individual entrepreneurs providing free housing for IDPs.
It is important to note that compensation is paid only if the internally displaced persons have arrived from areas where hostilities are ongoing or which are occupied, and do not own other housing exceeding 13.65 square meters per person. At the same time, the housing of IDPs must be destroyed or unfit for living.
Another important aspect is that the payment of compensation is not designated or is suspended if an IDP has been abroad for more than 30 calendar days. Applications for compensation can be submitted electronically through the personal account on the website of the Pension Fund of Ukraine.
Social Norms and Support for IDPs
To implement this procedure, social housing norms and regulations for housing and utility services will be established, as well as standards for supplying the population with solid fuels and liquefied gas. In addition, utility services will provide information about tariffs, which will also be taken into account when calculating compensations. These changes are aimed at improving the conditions for internally displaced persons and providing them with the necessary support during difficult times.
The introduction of the new compensation procedure is an important step in supporting internally displaced persons who face numerous challenges due to the war. As many people remain homeless and with limited resources, such measures can significantly ease their financial burden. Moreover, new social norms and standards may contribute to improving the quality of living conditions for IDPs, which is a crucial aspect of their social adaptation and integration into new communities.
