How to Apply for Housing Subsidies
When submitting housing subsidy applications in November, the income calculation period can be backdated to October 1, provided specific conditions are met. The start date indicated in the application determines from which month the subsidy payments will begin and which income periods are considered. According to the Ukrainian Pension Fund, subsidies are generally granted starting from the month of application until the end of the heating season.
If an application is filed with the Pension Fund of Ukraine within two months after the heating season starts, that is, by December 1, the subsidy payments will be effective from October 1. Payments cannot precede the date when eligibility for the subsidy arises. For applications submitted in November without specifying that the subsidy should start in November, the benefits will be calculated from October. In this scenario, income from the first and second quarters of 2026 will be taken into account. However, if the application explicitly requests the subsidy to begin in November, income from the second and third quarters of the current year will be used.
