Law 4502-IX and Its Impact on Citizenship
Law 4502-IX, which concerns dual citizenship, will come into effect on January 16, 2026. This document creates a mechanism that allows foreigners to purchase land in Ukraine immediately after obtaining a Ukrainian passport. Residents of countries supporting Ukraine in the war against the Russian Federation will have the right to simplified citizenship.
Countries Eligible for Simplified Citizenship
Among the countries that may receive simplified citizenship are likely:
- European Union countries
- USA
- Canada
At the same time, the law prohibits dual citizenship for holders of passports from the Russian Federation and countries that do not recognize Ukraine's territorial integrity. This restriction aims to protect the national interests of the state.
Ukrainian citizens also retain the right to free privatization of up to 2.28 hectares of land after the state of war is over. Participants in hostilities will have priority in land allocation and exemption from land tax. Thus, the new law not only regulates the issue of dual citizenship but also takes into account the interests of Ukrainians in land ownership.
This law, which will come into effect in 2026, could significantly impact the socio-economic situation in Ukraine as it opens opportunities for foreigners to invest in land assets. Simplifying the citizenship acquisition process for allied countries may strengthen international support for Ukraine, especially amid ongoing war conditions. On the other hand, restrictions for Russian citizens and other countries that do not recognize Ukraine's territorial integrity demonstrate the state's commitment to protecting its national interests in the context of current geopolitical challenges.
