Valerii Zaluzhnyi, the former Commander-in-Chief of Ukraine's Armed Forces and now its Ambassador to the United Kingdom, has stated that conventional mobilization methods are no longer effective in the context of modern warfare against Russia. He referenced the launch of Russia's full-scale invasion, which began at 4:00 AM on February 24, 2022. His comments highlight a critical need for strategic adaptation as the conflict enters its third year.

Zaluzhnyi emphasized that on that morning, the crisp, cold air of a peacefully sleeping nation was shattered by the terrifying roar of enemy missiles and bombs—an enemy that came to kill. He also recalled that even before the invasion's official start, thousands of Russian shells, in violation of ceasefire agreements, had already been tearing up Ukrainian defensive positions in the Donetsk and Luhansk regions. Ukraine awoke to the explosions of rockets and bombs.

A New Kind of War and Its Consequences

Zaluzhnyi noted that while defeating the enemy in battles, Ukraine has been confronted with a new form of war, born from the old world's fear of a new plague. He pointed out that this war opens new fronts, including in energy and historical narrative, as well as a front for peace on the streets. The enemy, he said, possesses neither honor nor conscience, and, unfortunately, lacks any sense of fear.
