Teachers' salaries without experience below 10000 hryvnias — MP

Ukrainian educators remain among the lowest paid workers in the country. Even with all bonuses, the average teacher's salary does not exceed 16 thousand hryvnias, while a young specialist without experience receives only about 9 thousand. This was reported by the head of the Verkhovna Rada Committee on Education, Science and Innovation Serhii Babak in his Telegram post. This is noted by UNIAN.

How much the teacher's salary is below the national average

According to the MP, current teacher salaries account for only 60–70% of the national average, while in EU countries this figure reaches 100–110%.

«Even with all the allowances, teachers earn on average 14–16 thousand hryvnias, while the average in Ukraine is almost 26 thousand,» noted Babak.

He emphasized that the situation with young specialists is critical:

  • without experience and category, a teacher receives 8–9 thousand hryvnias;
  • motivation to work under such conditions is virtually absent;
  • most newcomers leave school seeking better-paid jobs.

What the teacher's salary should be in Ukraine

Babak believes that a fair teacher's salary should be at least 19–28 thousand hryvnias “net”.

The shortage of staff in schools is becoming increasingly noticeable. According to the Ministry of Education, in the 2024–2025 academic year, the greatest shortage of teachers was for English, computer science, mathematics, Ukrainian language and literature, physical education, history, and physics.

The problem of teacher shortages in Ukrainian schools

The number of vacant positions in these subjects was: English — 267.94, computer science — 149.08, mathematics — 130.96, Ukrainian language and literature — 111.96, physical education — 99.53, history — 72.96, physics — 68.96.

The staff shortage problem is related not only to low pay. According to a study by the Center for Social Change and Deloitte, over 30% of educators admit to professional burnout, and 37% report a lack of respect for their work. Experts add that more than 40 thousand teachers have left the school in just two years of war.

Earlier, we wrote that amendments aimed at significant salary increases for teachers appeared in the state budget-2026. The main idea is to ensure that the salary of teachers is not less than three minimum wages.
