In April 2026, the average salary for employees of regional state administrations climbed by almost 10,300 UAH compared to the same period last year. According to the Ministry of Finance, this reflects positive shifts in how public servants are compensated. Employment Breakdown Across Government Bodies

Overall, the actual number of employees in state authorities stood at 165,800 in April 2026, which is 1,600 fewer than in the corresponding period of the previous year. Of these, 108,600 work in central-level state bodies, including their territorial offices. Local state (military) administrations employ 23,100 people, while 34,100 are engaged in judicial authorities. The average salary for staff in central-level state body apparatuses reached 60,700 UAH in April, an increase of 3,500 UAH year-over-year. For territorial bodies at the regional level, the average wage was 36,000 UAH, up by 2,600 UAH from April 2025.

The average pay for employees of regional state (military) administrations in April 2026 was 45,100 UAH. The Ministry of Finance notes that

“the salaries of civil servants also include one-time payments, such as compensation for unused vacation, financial assistance for social and household needs, severance pay upon dismissal, and other payments provided by law, so monthly average salary figures may fluctuate.”

Nationwide, the average salary for full-time employees in Ukraine rose to 30,356 UAH in March 2026, which is 7.2% higher than in February. The highest pay was recorded in the capital, where the average salary reached 49,381 UAH. In Kyiv Oblast, it was 29,997 UAH, while the lowest figures were observed in:

  • Kirovohrad Oblast – 21,375 UAH;
  • Chernivtsi Oblast – 21,453 UAH.

This rise in average salaries for regional administration employees may indicate gradual adjustments to the compensation system for civil servants, potentially boosting interest in public-sector careers. However, the decline in the overall number of government employees points to a reduction in available positions, which could affect the efficiency of state functions.
