In 2026, Ukrainians are projected to see an increase in salaries, particularly due to an 8.1% rise in the minimum wage. The National Bank of Ukraine, in its financial stability report published in December 2025, noted that in the second half of 2025, salaries in the private sector were growing at rates exceeding 20% per year.

According to the data, 74% of enterprises consider the lack of personnel to be a serious problem, which will also impact the labor market.

“The NBU predicts that the net outflow of the population will continue next year, so the tension in the labor market will not go away,” emphasized the National Bank of Ukraine.

Factors for Income Growth

An additional factor for income growth, primarily in the budget sector, will be the planned increase in the minimum wage. However, despite these positive changes, “the opportunities to spend more on personnel are limited, production will expand slowly, thus salary growth will slow down,” note NBU experts.

Thus, Ukrainians can expect gradual but steady salary growth in 2026, which, in turn, may positively impact the economic situation in the country.

The increase in salaries in Ukraine in 2026, particularly due to the rise in the minimum wage, could be an important step toward improving the quality of life for the population. However, existing problems in the labor market and possible outflow of personnel indicate that the situation will remain tense, and enterprises may face difficulties in ensuring a sufficient number of workers.
