Ukrainian Deputy Village Head Detained for Selling Draft Evasion Services

Deputy Village Head Apprehended

In November 2025, a deputy village head in the Vinnytsia district was detained by law enforcement. The official faces charges for demanding and accepting illegal benefits in exchange for services to evade military mobilization. The charges are filed under Part 3 of Article 368, Part 3 of Article 369-2, and Part 1 of Article 114-1 of the Criminal Code of Ukraine. This case highlights ongoing anti-corruption efforts during a period of national conscription.

According to case materials, the deputy promised a conscript the creation of fake documents to obtain a draft deferment for $1,000. The demand was later changed to 500 liters of gasoline and 500 liters of diesel fuel, equivalent to 60,000 Ukrainian hryvnias. If convicted, the suspect faces up to 10 years in prison, a three-year ban from holding public office, and confiscation of property.

Similar Corruption Cases

A parallel case occurred in Zaporizhzhia, where a lawyer offered to produce a fake military summons for 20,000 hryvnias to help a man avoid mobilization. The offer was made to an individual seeking to change his military registration location. These incidents point to the existence of corrupt schemes exploiting the mobilization process in Ukraine.

The arrest in Vinnytsia underscores the serious problem of corruption surrounding military conscription. Amidst an ongoing armed conflict, such practices can undermine national security by allowing those obligated to serve to evade their duty. This signals a pressing need for stricter oversight and enforcement to combat these offenses.
