Kyiv Man Arrested for $10,000 Scheme to Fake Illness and Dodge Military Draft

Arrest Made in Kyiv for Draft Evasion Scheme

A man has been detained in Kyiv on suspicion of orchestrating a scheme to provide military-eligible men with fraudulent in-patient medical treatment, aiming to secure them a draft deferment for a fee of $10,000. According to the Kyiv City Prosecutor's Office, the suspect received unlawful benefits for his role in fabricating false medical documents.

How the Fraudulent Treatment Was Organized

The suspect promised to arrange with doctors at Kyiv City Clinical Hospital No. 18 to stage a fake hospital stay. As part of the deal, the 'patient' was to be diagnosed with a series of conditions, enabling a military medical commission to declare them unfit for service for a period of 6 to 12 months. Specifically, the plan involved a paid-for diagnosis of a severe thyroid gland disease.

Payments were reportedly made in installments, with a final payment of $3,000. The suspect was apprehended while receiving this final sum. Furthermore, the fabricated medical records of the 'patient' were seized from the hospital. The suspect's actions are being prosecuted under Part 3 of Article 369-2 of the Criminal Code of Ukraine.

This case highlights significant issues with illegal schemes to avoid military service in Ukraine, particularly amid the ongoing conflict. The Prosecutor's Office continues its investigation, and the potential involvement of other individuals in this scheme has not been ruled out.

Exploiting the medical system for unlawful personal gain not only undermines national defense but also erodes public trust in healthcare institutions. Such schemes have become a target for law enforcement as Ukraine seeks to maintain its mobilization efforts.
