Law enforcement in the capital has apprehended a man from the Kyiv region for running an operation that illegally transported men of conscription age out of the country. According to a statement from the Kyiv Main Directorate of the National Police, each client was charged $23,000. Investigators have confirmed at least five instances where the suspect arranged such transfers.

The individual allegedly convinced customers he had connections and the means to facilitate a smooth exit through controlled border sections toward Moldova. Police arrested the suspect and, during searches, seized cash, mobile phones, forged documents—including blank IDs and certificates—as well as a hunting carbine and a shotgun with ammunition.

Legal Consequences and Efforts to Combat Illegal Schemes

The man has been charged under Article 332, Part 3 of the Criminal Code of Ukraine, which carries a sentence of up to nine years in prison. Authorities are now working to identify any accomplices and others involved in the network.

This case follows similar incidents elsewhere: in the Volyn region, border guards exposed a businessman who, for $15,000, fraudulently employed men at a transport firm to enable their departure. In Kyiv, another organizer was detained for offering draft evaders a way out by hiring them as military chaplains for $25,000.

“The cost of these services was $23,000 per person. During the investigation, at least five instances of transfer organization were confirmed,” the press service stated.
