Couple Apprehended for Running a Fake Disability Draft Dodging Scheme
Husband and Wife Arrested in Kyiv Region
According to Главком: A married couple was arrested on April 13 in the Bucha district of the Kyiv region for operating a scheme to help men evade military conscription by obtaining fraudulent disability status. For a fee of $20,000, the pair arranged fake medical diagnoses and Group II disability classifications for their clients, which would exempt them from service. This arrest highlights the ongoing challenges Ukraine faces in maintaining its defense forces during a time of war.
Law enforcement, acting on information from the Security Service of Ukraine (SBU), caught the couple red-handed while they were accepting a payment from a client. Evidence documented two previous cash transfers totaling $8,000, and the arrest occurred during the handover of the final $12,000 installment. Both suspects have been charged under Part 3 of Article 369-2 of the Criminal Code of Ukraine, which carries a potential sentence of up to eight years in prison.
Court Measures and Other Illegal Operations
The court has ordered the wife to be held in custody, while her husband was placed under house arrest. Prosecutors from the Kyiv Regional Prosecutor's Office are preparing an appeal against the house arrest measure for the man. The investigation revealed that a nurse from a regional tuberculosis dispensary, who collaborated with doctor acquaintances, was also involved in this particular scheme.
This is not an isolated case. Authorities in Kyiv have previously uncovered other illegal operations to smuggle conscription-age men abroad. One scheme involved smuggling individuals across the border into the European Union via Belarus, organized by a 32-year-old native of the Cherkasy region. Clients were transported through checkpoints in northern Kyiv Oblast. Separately, the Prosecutor General's Office exposed a scheme that disguised evaders as members of musical groups, organized by a Ukrainian woman registered as a private entrepreneur in the cultural sector.
This case underscores the serious problem of draft evasion in Ukraine, particularly under martial law.
