Security Guarantee Agreement Reached and Awaits Signatures

Ukrainian President Volodymyr Zelenskyy announced on January 23, 2026, that a treaty providing security guarantees for Ukraine is complete and prepared for signing. He made this statement during a press conference following a meeting with former U.S. President Donald Trump. Their discussion took place on January 22 on the sidelines of the World Economic Forum in Davos. This development comes as Ukraine continues to seek long-term international commitments to bolster its defense and sovereignty.

Zelenskyy noted that air defense capabilities were a primary topic during his talks with Trump. He expressed optimism that the United States would deliver a positive outcome on this critical matter.

'We indeed had a positive meeting with Trump and his team. I raised the issue of air defense, and I believe the U.S. will return with a positive result. Once that result is in Ukraine, I will certainly announce it.' - Volodymyr Zelenskyy

Furthermore, the president stressed the importance of the security guarantee treaty, which will require ratification by both the U.S. Congress and the Ukrainian parliament. He clarified the current status, stating that:

  • the security guarantees are indeed finalized;
  • the treaty is ready to be signed;
  • many various technical details will still need to be addressed.

Zelenskyy also informed reporters that discussions on the Donbas region are scheduled to take place in Abu Dhabi. He emphasized that:

'The issue of Donbas is key. It will be discussed, and discussed in the format as seen by the three parties, in Abu Dhabi today and tomorrow.' - Volodymyr Zelenskyy

President Zelenskyy's announcement underscores the ongoing effort to secure concrete international backing for Ukraine's security. The focus on air defense in the meeting with Trump highlights the immediate military needs alongside long-term diplomatic agreements. Final ratification of the pact by both nations' legislatures will be a crucial next step for ensuring regional stability.
