Presidential Election and Referendum in Ukraine

Ukrainian President Volodymyr Zelenskyy is prepared to announce a presidential election and a national referendum for February 24. This move follows a demand from the Trump administration for both votes to be held by May 15. Preparations are already underway, with the Verkhovna Rada scheduled to work on the necessary legal amendments in March and April to facilitate voting during wartime. Organizing a national vote under martial law presents significant logistical and security challenges.

Zelenskyy has confirmed he is considering a run for a second term. However, he stated his final decision will depend on the circumstances surrounding the end of the full-scale war. As part of the election preparations, the Central Election Commission (CEC) is proposing to make it mandatory for all candidates to submit a declaration detailing any connections to the Russian Federation or any other state that poses a threat to Ukraine.

  • Allow military personnel to vote at their current place of deployment.
  • Commence the electoral process no later than six months after the termination or cancellation of martial law.
  • The Central Election Commission has adopted a resolution to create an automated information and communication system called the 'All-Ukrainian Referendum'.
