At EU Summit, Zelenskyy Warns of Stalled €90 Billion Aid and U.S. Push for Russia Talks

Ukrainian President Volodymyr Zelenskyy, speaking at a European Council meeting, expressed concern over Russia's posture amid potential moves to restart negotiations. He stated that Ukraine is receiving signals from the United States regarding such talks, but stressed the critical importance of preventing Russia from approaching them with a sense of strengthened leverage. Military and Financial Support in Focus

Separately, the president highlighted that a crucial €90 billion financial security guarantee from Europe has been non-operational for three consecutive months.

"For the third month in a row, the most important financial security guarantee for Ukraine from Europe is not working—the €90 billion support package for this and next year. This is critically important for us. It is a resource for protecting lives," Zelenskyy emphasized.
Bulgarian National Radio has reported that the decision to provide Ukraine with the €90 billion aid is final, with official approval of the loan expected soon. This massive aid package is intended to stabilize Ukraine's economy and fund essential services amid the ongoing war.

Zelenskyy also raised the issue of sourcing missiles for Patriot air defense systems, underscoring the need to utilize the Purl program for this purpose.

"We must continue to use every opportunity to find missiles for Patriot systems. That is why the Purl program is useful," he stated.
The Ukrainian President added that "if there are truly no other options, this is necessary for protection against Russian ballistic strikes—it is a matter of saving lives."

The European Council meeting Zelenskyy attended is scheduled for March 19-20. The president stressed that Russia must clearly understand Ukraine's determination to become part of the European Union.
