Russia's Blueprint for Looting Occupied Territories
Ukrainian President Volodymyr Zelensky has released findings from the Main Intelligence Directorate (HUR) detailing Russia's scheme to exploit the occupied southern regions of Ukraine. The plans involve extracting mineral resources and seizing grain harvests. HUR Chief Oleh Ivashchenko presented a report stating that Russia intends to conduct geological surveys and extract raw materials from at least 18 deposits in southern Ukraine. This follows a pattern of resource theft observed in other occupied areas.
Targeted Minerals and Broader Implications
According to intelligence, the minerals slated for extraction include:
- titanium
- lithium
- tantalum
- niobium
- zirconium
- molybdenum
- graphite
Additionally, Russia is preparing measures to seize and export this year's grain harvest. President Zelensky stated:
“In the southern Ukrainian lands currently under occupation, Russia is planning essentially the same processes of plunder and deindustrialization that it carried out in the captured Donbas region.” - Volodymyr Zelensky
He also highlighted rising direct losses in Russia and the impact of stalled production and export activities. “The effective bankruptcy of a significant portion of Russian regional budgets cannot be hidden,” he emphasized.
In recent weeks, Moscow has seen an increase in air defense rings, with systems being relocated from Russian regions. Zelensky pointed out that this indicates the Russian leadership is not preparing for a ceasefire, despite numerous statements to the contrary:
“This shows that the Russian leadership is not preparing for a ceasefire, about which so many statements have been made, and cares more about its parade in Moscow than about the rest of Russia.” - Volodymyr Zelensky
Ukraine has proposed that Russia engage in genuine diplomacy and ensure a ceasefire, but according to the president, this has not been met with a positive response.
These remarks underscore the severity of the situation in occupied territories and confirm Russia's unwillingness to pursue peace talks. The disclosed resource extraction plans suggest that occupation authorities aim to maximize the exploitation of Ukraine's natural wealth, which could have long-term economic and environmental consequences for the region. Such actions may also escalate the conflict and complicate any future diplomatic efforts.
As the situation in southern Ukraine intensifies, it is crucial to understand the broader implications of Russia's intentions regarding its mineral resources. This ongoing exploitation mirrors tactics previously employed in the Donbas region, raising concerns about the long-term effects on Ukraine's economy and regional stability.
