Sanctions Targeting Russia and Belarus

On April 29, 2026, Ukrainian President Volodymyr Zelensky enacted decrees imposing sanctions on Russia and Belarus. The first package targets 20 individuals and four legal entities linked to the abduction of Ukrainian children. A second list includes 23 maritime vessels used by Russia for oil exports. Additionally, Zelensky placed restrictions on Belarusian enterprises that are aiding Russia.

That same day, U.S. President Donald Trump held a phone conversation with Russian President Vladimir Putin. According to Putin’s aide Yuri Ushakov, the call was 'frank and businesslike' and lasted over an hour and a half. This dialogue highlights ongoing diplomatic engagement despite heightened tensions.

Economic Measures and Military Progress

Ukraine’s Cabinet of Ministers decided to extend the current electricity tariff for household consumers until October 31, 2026. The rate will remain at 4.32 UAH per kWh. For homes with electric heating, a reduced tariff of 2.64 UAH per kWh will apply from October 1 to April 30 for consumption up to 2,000 kWh per month.

Ukraine’s defense forces achieved a significant success by striking two Russian helicopters—a Mi-17 and a Mi-28—in the Voronezh region. This demonstrates Ukraine’s continued active defensive operations amid the conflict.

Furthermore, Ukraine’s Ministry of Education and Science dismissed Volodymyr Buhrov, the rector of Taras Shevchenko National University of Kyiv, upon the expiration of his contract. Elections for a new rector are scheduled for May 27, 2026.

  • The United States will provide $100 million for repairs to the shelter at the Chornobyl Nuclear Power Plant.
  • Ukraine’s Cabinet of Ministers allocated 2 billion UAH for compensation for housing destroyed by shelling.

The newly imposed sanctions reflect Ukraine’s firm stance in response to actions by Russia and Belarus, particularly concerning child abductions—a critical issue for the international community. These measures could increase pressure on Russia from other nations and underscore Ukraine’s efforts to protect its citizens. Extending electricity tariffs is a vital step to support the population during economic instability, while the Ukrainian Armed Forces’ battlefield successes indicate an ongoing robust defense campaign.
