Ukraine Imposes Sanctions on Russian Military-Industrial Complex

On April 4, 2026, Ukrainian President Volodymyr Zelenskyy enacted decrees implementing a decision by the National Security and Defense Council (NSDC) to expand sanctions lists. These measures target individuals and entities linked to Russia's military-industrial complex, as well as those involved in sanctions evasion and illegal activities in Crimea. The sanctions are a key part of Ukraine's strategy to degrade Russia's war-making capabilities. The President's Commissioner for Sanctions Policy, Vladyslav Vlasiuk, stated that these sanctions strike at the core of Russia's defense industry, from weapons manufacturers and critical component suppliers to networks facilitating sanctions circumvention.

Scope of the Sanctions Package

The sanctions package against the military-industrial complex includes 26 individuals and 31 legal entities. The sanctions apply to producers of:

  • unmanned aerial systems;
  • electronic warfare equipment;
  • air defense systems;
  • armored vehicles;
  • submarines;
  • naval vessels;
  • port machinery;

Additionally, aviation industry enterprises working on parts for Mi-8, Mi-17, Mi-171, Mi-172, and Mi-14 helicopters have been sanctioned.

A separate sanctions decision targets 7 individuals and 11 legal entities implicated in sanctions evasion, the production of parts for Kh-101, Kh-59M2/M2A, and Iskander-K missiles, as well as illegal business operations in occupied territories and the construction of the Crimean Bridge. As of March 2026, a total of 1,191 Ukrainian citizens are under NSDC sanctions.

Vladyslav Vlasiuk emphasized that pressure on the Russian military-industrial complex will only intensify, both from Ukraine and in coordination with its international partners.

In a related development, the United States lifted sanctions on former Russian Finance Minister Mikhail Zadornov, a move that has drawn attention to the complexities of international sanctions coordination. This action highlights the ongoing challenges in maintaining a unified international front.
