Ukrainian Sanctions Target Russian Sports Figures

On February 16, Ukrainian President Volodymyr Zelenskyy signed a decree imposing sanctions on nine Russian athletes and Arkady Dvorkovich, the President of the International Chess Federation. This move is part of Ukraine's broader strategy to counter Russian aggression and support international efforts to isolate the aggressor state. The sanctions reflect Kyiv's ongoing campaign to pressure Russia across all sectors, including sports and culture.

Several other significant events have taken place in Ukraine recently:

  • The Appeals Chamber of the High Anti-Corruption Court partially lifted the seizure of assets belonging to 'Batkivshchyna' party leader Yulia Tymoshenko and her husband, Oleksandr Tymoshenko. The court maintained the freeze on the lawmaker's bank accounts but removed it from three cars, two garages, and a sum of $6.3 thousand.
  • The Ukrainian government has expanded its energy independence support programs. Under the 'Energy Support' initiative, homeowners' associations (OSBB) and housing cooperatives (ZhBK) can now obtain interest-free loans from 43 partner banks of the '5–7–9%' program. OSBBs can receive up to 3 million hryvnias with a repayment term of up to three years, with the state compensating up to 50% of a generator's cost and up to 70% for a solar power station or heat pump. Private homeowners can also access 0% loans from the same banks for up to 480,000 hryvnias for up to 10 years, with compensation for up to 30% of equipment costs.
  • The High Anti-Corruption Court considered a complaint from former Energy Minister Herman Halushchenko regarding unlawful detention and partially satisfied it. The court ruled to set the time of the ex-minister's actual detention for February 15, 2026, at 06:00, while denying the defense's request for his release from custody.
  • New rules for the national cashback program will take effect on March 1, 2026. A 15% cashback will be applied to Ukrainian goods in categories where imports exceed 35% of the consumer basket, and a 5% cashback for categories with imports below 35%. These measures are designed to stimulate the consumption of domestic products.

In other news, Croatia has refused to transport Russian oil for Hungary and Slovakia, while President Zelenskyy discussed strengthening sanctions against Russia's shadow fleet with U.S. senators. The passing of People's Artist of Ukraine, Lyudmyla Yurchenko, has also been reported.
