Pension appointment in Ukraine is gradually transitioning to a digital format. The new law allows for automatic payments without unnecessary documents if the data is already in the registries. This is intended to simplify the process for millions of people. This is reported by Ukrinform with reference to parliament data and the decision of President Volodymyr Zelenskyy.
Confirmation of work history: what the new law changes
The document updates the rules for appointment and recalculation of pensions. The main emphasis is on the automation of processes and the use of electronic data.
Now, pensions can be appointed:

upon a person's application
-
automatically, if all necessary data is available.
An application can be submitted in either paper form or online - personally or through a representative.
The key innovation: if the information is already in state registries, no additional documents need to be brought. Demanding them in this case is prohibited.
Electronic registries and the role of the Pension Fund
The Pension Fund gains more opportunities to work with data. It will be able to independently request information from state registries and use it for payment appointments.
If there is insufficient data, the person will be notified - notably through the electronic cabinet. There, they will be explained what documents need to be submitted.
In case of refusal due to insufficient work history, the fund must explain how to confirm it, including through the court.
Data exchange between state systems will occur in electronic format with compliance with information protection requirements.
How employment history will now be accounted
The law clarifies the rules for accounting work history. Work periods can be taken into account even in case the employer has not paid contributions, if:

reporting has been submitted

contributions were accrued at no less than the minimum level.
If there is no information in the registries, the main document remains the employment record book.
In case of its absence or errors, work history can be confirmed:

by certificates and extracts

by payment documents

by archive data
-
by testimonies of at least two witnesses

by a court decision
The procedure for such confirmation will be determined by the government.
The new rules mean less bureaucracy and faster pension processing. For Ukrainians, this reduces the risk of losing work history due to lack of documents and simplifies access to payments.
