National Moment of Silence Legislation
President Volodymyr Zelenskyy has signed Law No. 14144, establishing a daily nationwide moment of silence at 9:00 AM and an annual observance on the fourth Saturday of November. This formalizes the status and procedures for a National Moment of Silence to honor those killed as a result of the armed aggression by the Russian Federation. This act institutionalizes a daily ritual of remembrance during the ongoing war.
How the Observance Will Be Conducted
Under the new law, the daily tribute will occur at 9:00 AM, with announcements broadcast via state and private media, as well as civil defense systems. Local authorities are required to ensure on-the-ground notifications so all citizens can participate in this memorial ritual.
The law also provides for an annual commemoration of the victims of the Holodomor of 1932–1933, to be held on the fourth Saturday of November at 4:00 PM. On that day, the nationwide 'Light a Candle' campaign will begin. State and local government bodies will participate in organizing this event and will also support the observance of the moment of silence.
The law mandates the nationwide moment of silence as a ritual of gratitude, respect, and remembrance. It is a daily tribute to fallen military personnel and members of volunteer formations who died defending Ukraine's sovereignty and territorial integrity, as well as to medical workers, police officers, rescuers, journalists, volunteers, and civilians who have become victims of the Russian Federation's armed aggression.
The organization of the moment of silence will follow guidelines approved by the Ukrainian Institute of National Memory. These recommendations will be directed to government bodies, local authorities, enterprises, institutions, organizations, and public associations to ensure the proper conduct of these important memorial acts.
The adoption of this law carries significant symbolic and social weight for Ukrainian society, as it fosters a culture of memory and honor for the fallen. Establishing a daily moment of silence could become a crucial ritual for unifying society amid the protracted conflict.
