Legislative Reforms for Ukraine's Armed Forces

Ukrainian President Volodymyr Zelenskyy has signed into law Bill No. 13037, which amends the statutes of the Armed Forces of Ukraine (AFU) concerning protection from gender discrimination and violence. This legislation mandates that military commanders must initiate official investigations for every complaint of sexual harassment or discrimination, thereby increasing the accountability of military leadership in safeguarding human rights and safety within the ranks. This move aligns with broader NATO partnership standards on military conduct and institutional accountability.

Under the new provisions, service members who report violations are granted legal protection from:

  • dismissal,
  • demotion or transfer to inferior positions,
  • or any other sanctions resulting from their report.

These safeguards aim to create a more secure environment for those confronting gender-based discrimination or violence within the AFU.

New Standards and Related Initiatives

The bill also introduces new standards of conduct for military personnel. They are now obligated to act with dignity and honor, respect the honor and dignity of every individual, adhere to legislation on equal rights and opportunities for women and men, and to prevent and deter others from engaging in unworthy behavior—both verbal and non-verbal.

In a related development, a pilot project for urgent reparations to victims of wartime sexual violence has been launched in Ukraine. This underscores a focused effort to protect human rights amid the ongoing armed conflict.
