Ukrainian President Volodymyr Zelenskyy, in an address to the European Council, indicated that three-way negotiations involving Ukraine, the United States, and Russia could resume swiftly. He stated that Kyiv has recently received signals from the U.S. side about an intention to restart the diplomatic process. Zelenskyy also outlined several factors that could currently be strengthening Russia's hand in the context of these potential talks.

The Ukrainian President highlighted the following key factors impacting the landscape:

  • The situation surrounding Iran, which is driving up global oil prices;
  • The risk of a critical shortage of anti-aircraft shells in Ukraine;

Volodymyr Zelenskyy further noted that a 90-billion-euro European support package, earmarked for this year and next, has been stalled for the third consecutive month. He stressed the urgent need to find missiles for Patriot systems through the PURL program, stating,

"We know that not everyone likes the idea of using part of the 90 billion to buy Patriot missiles through PURL if there are no other options. But if there truly are no other options, this is necessary to defend against Russian ballistic strikes—it is a matter of saving lives,"

"If a clear date is set, it will mean that Russia cannot in any way block our accession,"
