Zelenskyy Details U.S. Security Proposal Involving Donbas Concessions

Negotiations on Ukraine's Security

In a March 2026 interview with Reuters and France's Le Monde, Ukrainian President Volodymyr Zelenskyy revealed details of U.S. proposals offering security guarantees in exchange for Ukrainian concessions on the Donbas region. The meetings took place at the presidential administration building in Kyiv. Zelenskyy stated the American side was prepared to formalize these guarantees at the highest level, but only once Kyiv agreed to cede the entirety of Donbas. He added that the Trump administration was intensifying pressure on Ukraine to accept these terms. This comes as Ukraine continues to defend its sovereignty against a full-scale Russian invasion that began in 2014 with the annexation of Crimea and the seizure of territory in Donbas.

The fourth round of trilateral talks, initially scheduled for March, was postponed. Zelenskyy highlighted two unresolved issues regarding the proposed security guarantees. Zelenskyy announced Ukraine is scaling up production of long-range drones and missiles. He claimed that with sufficient funding, Ukraine could manufacture up to two thousand interceptor drones daily. While deliveries of Patriot air defense systems to Ukraine continue, the volume supplied falls short of the country's needs. Kyiv has received requests from the United States, Saudi Arabia, Qatar, the UAE, Bahrain, Jordan, and Kuwait for assistance in countering Iranian drones, with Ukrainian specialists already deployed in some of these nations.

Simultaneously, Zelenskyy reported that a €90 billion EU loan agreed upon in late 2025 is currently blocked by the Hungarian government. He stressed the critical need for Ukraine to protect its skies, infrastructure, and civilian population. Regarding his relationship with former President Trump, Zelenskyy described it as a working one, with both sides expressing a desire to end Russia's war against Ukraine.
