Zelensky on elections during wartime and the US peace plan: negotiation details

Ukraine's readiness for elections during martial law

President of Ukraine Volodymyr Zelensky announced on December 9 the readiness to hold elections during martial law and revealed the details of the negotiation process with the US regarding the peace plan and security guarantees. Zelensky noted that he expects proposals from lawmakers regarding legislative changes that would allow elections in Ukraine within 60-90 days.

Main documents of the peace process

There are three main documents within the peace process:

  • a framework document with 20 points;
  • a document on security guarantees;
  • a document on post-war recovery.

The initial US plan, presented on November 19, 2023, by the administration of Donald Trump, contained 28 points. However, after the presentation by Defense Minister Rustem Umerov, controversial provisions were removed. The previous plan proposed holding elections 100 days after the signing and consolidation in the Constitution of Ukraine's refusal to join NATO. Zelensky confirmed that the US is currently not ready to see Ukraine in NATO.

Zelensky also stated that negotiations with Russia are absent, as the RF shows no interest. He pointed out:

“We have no negotiations with the RF; they show no interest” - Volodymyr Zelensky.

At the same time, the president confirmed Ukraine's readiness for an energy truce under the condition of Russia's appropriate readiness. Meanwhile, Ukraine is actively developing six new types of missiles, including the drone missile 'Palyanytsia' and the tactical ballistic missile 'Hrom-2' (Sapsan).

Zelensky emphasized the importance of cooperation with the US, stating:

“We will be in contact with the US. We are ready for any date” - Volodymyr Zelensky.

He also noted that 'Neptunes indeed work very well,' indicating the success of the Ukrainian armed forces. The Ukrainian side continues active actions in the military sphere while simultaneously focusing on political initiatives that could impact the country's future amid the war.

These statements by the president may indicate that the Ukrainian authorities are trying to find a compromise between political and military demands amid the ongoing conflict. Elections during wartime could become an important step towards restoring the democratic process in the country; however, their implementation will require significant efforts and support from international partners. At the same time, the lack of negotiations with Russia and the development of new military technologies highlight the continuation of the conflict and the need for further support from Western allies.
