Russia's Non-Constructive Reply to US Proposal
Ukrainian President Volodymyr Zelenskyy has stated that Russia failed to provide a constructive response to a US initiative for an energy truce. Instead, following a round of talks held in Abu Dhabi on February 4-5, Russia launched a massive attack on Ukraine's energy system. This assault caused significant power supply issues, leaving consumers without electricity in several regions. These attacks are part of a long-standing Russian strategy to target civilian infrastructure during winter.
Zelenskyy noted that after the US-initiated negotiations, Russia responded not with diplomacy but with strikes on key transmission networks and thermal power plants. As a result of the morning shelling, consumers were left without power in the following areas:
- Zaporizhzhia Oblast
- Odesa Oblast
- Sumy Oblast
- Kharkiv Oblast
Emergency repair work on the energy facilities is ongoing, but the situation remains difficult.
Severe Damage to Energy Infrastructure
Particularly severe damage occurred at the Darnytsia Thermal Power Plant in Kyiv, which temporarily halted operations after being shelled overnight on Tuesday, February 3. These coordinated strikes on energy infrastructure demonstrate that Russia is not prepared to honor the energy ceasefire proposed in Abu Dhabi.
'Russia's answer manifested in drone and missile attacks, which casts doubt on the possibility of any constructive dialogue.' - Volodymyr Zelenskyy
This situation underscores the complexity of peace negotiations between Ukraine and Russia, especially concerning energy security. The failure to achieve constructive dialogue could lead to further escalation of the conflict, negatively impacting civilians already suffering from power outages. The state of the energy sector remains critical, and rebuilding the infrastructure will require significant effort and resources.
