Ukrainian President's Assessment of the War

Ukrainian President Volodymyr Zelenskyy has stated that Russia currently shows no intention of ending the war. He warned of a scenario where Moscow might seek a temporary halt in hostilities, but only as a tactical move to package and 'sell' this pause domestically as a strategic victory. Zelenskyy believes Russia is actively maneuvering to secure a favorable position from which to claim success, a common tactic in protracted conflicts where perception is weaponized.

Discussion with the French President

In talks with French President Emmanuel Macron, the issue of Russia's 'shadow fleet' of tankers was also addressed. Zelenskyy thanked Macron for France's role in detaining a tanker linked to this fleet and expressed hope that the French leader would pursue legislative changes to hinder the operations of such vessels. He emphasized that the shadow fleet is a critical concern for all nations, especially those with influence over key maritime routes.

Furthermore, President Zelenskyy pointed to the complexity of negotiations concerning the Zaporizhzhia Nuclear Power Plant (ZNPP), which remains one of the most difficult issues to resolve. He noted that while Russia understands its own economic situation is deteriorating, it still possesses a reserve of resources. Zelenskyy added that if international pressure mechanisms against Russia prove effective, it could incentivize Moscow to seek an end to the war more swiftly.

Zelenskyy also stressed the importance of the Donbas region in Russian propaganda narratives. He asserted that the Kremlin is pressuring Ukraine to withdraw from the Donbas, as securing this area could be presented as the sole tangible achievement to justify the war to the Russian public. Consequently, the status of the Donbas remains a critically important factor in both the current conflict and any future negotiations.

President Zelenskyy's comments underscore the tense and complex diplomatic landscape Ukraine navigates. They highlight the ongoing need for robust international support, particularly through economic sanctions designed to curb Russia's military capacity. The issues of the Donbas and control over maritime security continue to be pivotal elements that will shape the conflict's trajectory and the potential for a sustainable peace.
