Statement by Ukrainian President Volodymyr Zelenskyy

Ukrainian President Volodymyr Zelenskyy has stated that Ukraine does not possess military parity with the Russian Federation, despite receiving support from European nations. He emphasized that the overall volume of resources prevents Ukraine from achieving an equal quantity of weaponry compared to Russia.

Zelenskyy identified the PURL program as a key element in defending Ukraine's airspace. This initiative involves European countries allocating funds to purchase air defense systems from the United States. However, the president also stressed that Ukraine requires significant financial injections to transition its army to a professional, contract-based model. He noted this is a crucial step, as many European nations already provide similar assistance for military modernization.

The Importance of Support and Professionalization

Zelenskyy highlighted another critical issue: the absence of licenses to produce Patriot systems or their missiles domestically. He observed that while European countries actively support Ukraine, this is currently insufficient to achieve weapons parity with Russia. The ongoing conflict underscores a persistent asymmetry in military capacity between the two nations.

Zelenskyy further asserted that transitioning the Ukrainian army to a contract-based professional force must become a priority to ensure the country's effective defense. 'When we talk about people, then Europeans can help if we transfer our army – or when we transfer our army – from mobilization to contracts,' he concluded.

President Zelenskyy's statement underscores the continuing challenges Ukraine faces in its defense policy, despite support from Western partners. The emphasis on professionalizing the army points to the necessity of reforms that could enhance military effectiveness and readiness against modern threats.
