Ukraine’s President Calls on the European Union

Ukrainian President Volodymyr Zelensky has urged European Union leaders to open the remaining five clusters in Ukraine’s accession negotiations by June 2026. This appeal was released by the press office of the President of Ukraine. However, at the current EU summit, a decision to open these clusters was not reached due to the stance of several European countries.

Hungarian Prime Minister Péter Magyar stated that he removed any mention of fast-track membership for Ukraine from the summit’s final decision. He emphasized that the speed of Ukraine’s EU accession remains a point of contention among several member states. Ukraine, meanwhile, eagerly awaits progress in the talks, having opened the first cluster in its EU accession process on June 15 of this year. There are six negotiation clusters in total, covering various areas of legislation where Ukraine must implement reforms to join the EU.

The Need for Accelerated Membership

Zelensky noted that ‘the most important step would be a fast track—I know not everyone likes it, but I apologize, I have already written it, so I must say it—a fast track for Ukraine’s accession to the EU.’ He also stressed that if Ukraine achieves real membership quickly, Russia would lose one of its biggest justifications for attempting to destabilize Ukraine and Europe. This fast track, according to the president, is essential for Ukraine.

Cyprus’s presidency of the Council of the EU ends in late June, with Ireland taking over. This shift will alter the dynamics of the negotiations, making it crucial for Ukraine to continue working on opening new clusters in the process.

Zelensky’s call to the EU highlights the urgency of Ukraine’s European integration amid its war with Russia. Accelerated EU membership is seen as a way to strengthen security and stability in the region. At the same time, the positions of some member states reveal certain differences in approaches to EU enlargement. Future negotiations under Ireland’s presidency may create new opportunities for Ukraine to advance this critical issue.

As Ukraine strives for expedited EU membership, the recent blockage of fast-track discussions by Hungary highlights the ongoing challenges in the accession process. This situation underscores the complexities Ukraine faces in its quest for integration, especially in light of the geopolitical tensions with Russia. The outcome of these negotiations will be pivotal for Ukraine's future in Europe.
