Sanctions Target 'Shadow Fleet' Captains and Russian Entities

Ukrainian President Volodymyr Zelenskyy has enacted sanctions against 225 captains of vessels in Russia's 'shadow fleet,' along with 46 Russian citizens, 44 Russian companies, and two Iranian nationals. These measures implement decisions made by Ukraine's National Security and Defense Council. One sanctions package specifically aims to combat the Russian shadow fleet, which is used to illegally export petroleum products from Russia, thereby circumventing international price caps and embargoes.

Monitoring and Sanctions Targets

The sanctions affect citizens from 11 countries, including Russia, India, and the Philippines. Monitoring of the captains' activities was conducted in the Black, Red, and Baltic Seas. This surveillance revealed that these individuals commanded shadow fleet vessels transporting oil in violation of European Union and G7 restrictions. It is known that 188 tankers are already under sanctions from Western allies.

The second sanctions package covers:

  • 46 Russian citizens
  • 44 Russian companies
  • Two Iranian citizens

The designated individuals and companies support Russia's military-industrial complex by supplying components for ballistic missiles, drones, and electronic warfare systems. The Iranian nationals, in turn, are implicated in supplying aviation parts to the corporation that manufactures Shahed drones. The gathered intelligence will be shared with international partners to coordinate further action.

As Vladyslav Vlasiuk noted, 'We continue to persuade partners of the importance of individual sanctions against tanker captains. Systematic work on a sanctioned tanker is sufficient grounds for consequences. We must deter the desire to work with Russian oil, as this directly finances the war.'

The implementation of these sanctions signals an intensification of efforts by Ukraine and its partners to combat the financing of Russian aggression through the shadow export of oil. These measures could significantly disrupt the activities of Russian companies attempting to bypass international restrictions and underscore the critical need for coordinated global action against the aggression. This move is part of Ukraine's broader strategy to maintain economic and diplomatic pressure on Russia amidst the ongoing conflict.
