October 2025: Main Changes for Ukrainians in Banks, Borders, and Payments

In October 2025, Ukrainians expect a number of important changes regarding transfers, entry into the European Union, and social payments.


Starting October 1, all card transfers in Ukraine will operate through the Open Banking system. Now, full legal names of recipient companies, personal data, and account numbers will be displayed in bank statements. This will simplify information exchange and make transactions more secure.



From October 12, the Entry/Exit System with biometric control will be implemented at the borders of the European Union. Tourists will have to provide fingerprints and facial recognition. Refusal to comply may lead to denial of entry into the EU. This aims to enhance security and monitor compliance with Schengen zone residency rules.



October 1 is a critical day for recipients of state social assistance. It is essential to undergo identification to avoid suspension of payments. This applies to 39 types of state social assistance and scholarships.



From October 1, all families with insufficient incomes can apply for basic social assistance, combining several types of payments into one. This is designed for automatic renewal and simplified receipt of aid.



Changes to the Tax Code, regarding several issues including contributions for individual entrepreneurs and access to medications for oncological diseases, will also take effect from October 1.
