FT Journalist Reveals Requirements for Ukraine Under New US Peace Plan

The USA has handed over to Ukraine the draft of a new peace plan that includes radical changes in defense policy and actual territorial concessions. The document contains points on reducing the Ukrainian Armed Forces by half, limiting access to certain types of weapons, and giving up part of the Donbas. This is reported by FT journalist Christopher Miller.

US Peace Plan: Key Requirements for Ukraine

According to Miller and FT sources, the document was handed over to the Ukrainian side this week by Donald Trump's Special Representative Steve Witkoff during a meeting with Secretary of the National Security and Defense Council Rustem Umerov in Miami. The plan includes 28 points, some of which sources describe as too favorable to Russia.

 

Among the disclosed requirements are:

  • handing over the rest of the Donbas to Russia, including areas under Ukraine's control

  • cutting the Armed Forces of Ukraine in half

  • refusal of several key categories of weapons

  • scaling back US military aid

  • granting the Russian language status of a state language in Ukraine

  • official status for the UOC MP.

Financial Times notes that sources familiar with the document describe the plan as a “maximalist set of Kremlin demands” that is “very convenient for Putin.”

Ukraine's Reaction and Context of Negotiations

According to Miller, President Volodymyr Zelensky is dissatisfied with the proposed conditions, which effectively mean one-sided concessions. FT sources characterize the document as “too vague” and “oriented towards Russia.”

The material also recalls that for years the Kremlin has been pushing demands for a reduction of the Ukrainian Armed Forces, the legalization of the Russian language, and a privileged status for the UOC MP. In the USA, this is positioned as an attempt to find a compromise formula for ending the war, but in Kyiv, the document raises serious concerns.
