According to hvylya.net: Due to the military situation and general mobilization in Ukraine, men's right to leave the country is restricted, but certain categories of citizens can still do so. The State Border Guard Service reported that the list of individuals who can leave the country remains unchanged.

"Men who are reserved for the period of mobilization, as well as those deemed unfit for military service by the military medical commission due to health reasons, have the right to leave Ukraine."

Exit is also permitted for parents of three or more minor children, single parents, as well as men with children under the age of 18 and husbands or wives who are serving in the military. Some categories of persons defined by legislation may also cross the border.

Exit abroad

The State Border Guard Service emphasizes that the exit of men abroad is only possible with a military ticket. Those liable for military service must have their military registration document along with their passport when crossing the border of Ukraine.

The Ukrainian State Border Guard Service reminds of the restrictions on leaving the country during martial law, but at the same time clarifies that there are certain categories of citizens who can leave the country under specific conditions. Having a military ticket and military registration document is a mandatory requirement for such exit.
