In December 2025, Ukrainian pensioners will have the right to free travel on public transport, however, there are certain exceptions and nuances to be taken into account. This benefit applies to trams, trolleybuses, city buses, and suburban trains. To confirm their right to free travel, pensioners need to carry their pension certificate.
Restrictions on Free Travel
However, not all types of transport fall under this benefit. Pensioners will have to pay for travel on:
- taxis
- intercity buses
- long-distance trains
- the metro
Compensation for discounted travel in route taxis depends on the local authorities' decisions, which may affect the availability of this benefit in different regions.
It is also worth noting that in Kyiv, the fine for not having a pension certificate during a trip is 160 hryvnias. Therefore, pensioners are advised to always carry a document confirming their status to avoid inconveniences while using public transport.
The introduction of free travel for pensioners is an important step in supporting Ukraine's social policy aimed at facilitating access to public transport for the elderly.
At the same time, the need to comply with certain conditions and restrictions may create certain difficulties, especially in regions with insufficient infrastructure.
