According to Прокуратура Київ: In 2023, an accountant working for the Education Department of the Podil District State Administration (RDA) was formally accused of embezzling public money. The case centers on an overpayment exceeding 700,000 Ukrainian hryvnias for leaf removal services at educational institutions within Kyiv's Podil district.

The accountant was responsible for managing public procurement processes, which included a contract between the Education Department and the municipal enterprise UZN of Podil district for the collection and disposal of fallen leaves and branches. Although more than 2.8 million UAH was paid for these services, investigations revealed that the cost had been significantly inflated. The excessive payment amounted to over 700,000 UAH.
