Prices for new buildings in Ukraine are rising
According to ХВИЛЯ: A report by the specialized publication LUN for the results of 2025 indicates that, despite a decrease in demand due to the war, the cost of housing in new buildings in Ukraine continues to rise, and developers are returning to the market. The average cost per square meter in Lviv is 58.6 thousand hryvnias, making it the most expensive among Ukrainian regional centers. Kyiv takes second place with an average cost per square meter of 55.3 thousand hryvnias, while Odessa is third with a figure of 47.1 thousand hryvnias.
Growth rates of prices for new buildings
Prices for new buildings in Odessa have risen by 19% over the year, which is the highest growth rate among cities in Ukraine. In Khmelnytskyi, prices have also increased by 14%, while in Lutsk, Zhytomyr, and Ternopil, they have risen by 12%. Ivano-Frankivsk and Chernihiv noted a price increase of 10% per square meter.
During the three quarters of 2025, 6.52 million square meters of housing were put into operation in Ukraine. The largest number of new projects were built in:
- Kyiv region – 1.37 million square meters;
- Kyiv – 0.76 million square meters;
- Lviv region – 0.76 million square meters;
- Odessa region – 0.61 million square meters.
Furthermore, developer activity in the capital increased by 70%, indicating a renewed interest in new projects. Overall, 2150 new projects have been implemented across Ukraine. The main factor in rising real estate prices is the increasing cost of labor, as noted by Oleksandr Baryliuk.
The increase in prices for new buildings in Ukraine, despite the challenges posed by the war, indicates a certain optimism in the real estate market. The revival of developer activity, especially in Kyiv and Lviv, may indicate a return to economic stability in the country. The rise in the cost of building materials and labor, which affects prices, also underscores the importance of monitoring market conditions for potential buyers and investors.
