According to Главком: As of April 21, 2026, fuel station networks in Ukraine have updated their prices, with the average cost of A-95 gasoline reaching 73.33 UAH per liter and diesel fuel at 89.14 UAH per liter. This price increase is driven by several factors, chief among them the market's significant reliance on imports. Ukraine's energy market has been under considerable strain since the full-scale invasion, heavily impacting domestic production and supply chains.

Since the launch of the 'National Fuel Cashback' program on March 20, Ukrainians have been eligible for a 15% cashback on diesel, 10% on gasoline, and 5% on autogas. The maximum cashback amount is 1,000 UAH per person per month, and the program is set to run until May 1.

Key Drivers Behind the Price Hike

It is notable that diesel prices in Ukraine have surged by 33.9%. Experts point out that the primary objective factor behind the increase is that, since the shutdown of the country's largest oil refinery, over 85% of light petroleum products now depend on imports.

Pavlo Kyrylenko commented: 'The main objective factor influencing the price increase is that since last year-specifically after the halt of Ukraine's largest and essentially only oil refinery-almost all light petroleum products, accounting for 85%+, depend on the import of oil products.'

In March, diesel supply volumes remained at 2025 levels. Serhiy Kuyun notes that 'there is no diesel fuel shortage, nor is one anticipated.' However, the price rise is occurring against a backdrop of increased demand, reduced supply volumes and reserves, and a higher actual cost of purchasing oil products. Additionally, the cost of logistics services is rising, and conditions for storing fuel within Ukraine are becoming more difficult.

  • UPG network: A-95 gasoline – 73.00 UAH, diesel – 87.00 UAH;
  • OKKO: A-95 gasoline – 75.90 UAH, diesel – 89.90 UAH;

  • KLO: A-95 gasoline – 72.70 UAH, diesel – 88.90 UAH;
  • SOCAR: A-95 gasoline – 75.90 UAH;
  • Ukrnafta: A-95 gasoline – 69.90 UAH per liter.

Rising fuel costs could have negative consequences for the economy, as they will affect the price of goods and services and the population's welfare.
