Montenegro Restricts Temporary Protection for Ukrainian Conscripts Without Proof of Military Service
New Limits on Temporary Protection for Ukrainian Refugees in Montenegro
According to Radiotrek — Світ: Montenegro has introduced new restrictions affecting Ukrainian refugees who are subject to military service. From now on, Ukrainian men of conscription age arriving in Montenegro must provide official documentation confirming either their fulfillment of military duties or an exemption. Without these documents, they will no longer be eligible for temporary protection in the country. This applies specifically to those who lived in Ukraine prior to coming to Montenegro.
Shifts in European Migration Policies
These new rules do not impact Ukrainians who have already been granted temporary protection in Montenegro. The decision aligns with the EU Council Regulation 2026/1912 enacted on July 30, 2026. Across Europe, migration policies continue to evolve as governments adjust how they manage the status of Ukrainian refugees in response to ongoing developments.
According to the RTCG news agency, "In Montenegro, Ukrainian men liable for military service who resided in Ukraine before arrival will now be required to submit proof of military duty completion."
Montenegro’s measures could reduce the number of Ukrainian refugees seeking safety there, as conscripts face increased hurdles in obtaining temporary protection status. This move mirrors broader trends in European countries reassessing their migration frameworks amidst the protracted conflict in Ukraine. Given the continued instability in the region, these changes may raise concerns among Ukrainians contemplating leaving their homeland in search of security.
As Montenegro tightens its regulations for Ukrainian conscripts, it is important to note that other European nations are also reevaluating their policies regarding temporary protection for Ukrainian men of military age. For example, Hungary has opted not to comply with EU directives aimed at providing similar protections. This trend highlights the shifting landscape of refugee policies in Europe amidst ongoing conflict, which may significantly affect those seeking refuge outside Ukraine.
