He identified the primary issue as a sharp 33.9% price increase for diesel within Ukraine. According to expert analysis, Ukraine is now among the world's top ten countries for the fastest rate of diesel price inflation. This crisis stems from multiple factors, chief among them the nation's heavy reliance on imported petroleum products. The situation highlights the ongoing economic pressures on Ukraine's infrastructure during the war.

The New Fuel Rebate Program

A new fuel rebate program launched on March 20 offers consumers a partial refund on fuel purchases: 15% for diesel, 10% for gasoline, and 5% for autogas. The maximum rebate is 1,000 hryvnias per person per month, and the initiative is scheduled to run until May 1. Government calculations suggest this measure will help consumers cope with soaring fuel prices.

Experts and officials hold differing views on the causes of the price surge and the existence of an actual shortage. Notably, Pavlo Kyrylenko emphasized that

"The main objective factor behind the price increase is that since last year-specifically after the shutdown of the largest and essentially the only oil refinery in Ukraine-almost all light petroleum products, over 85%, have become dependent on imported oil products."

Diesel supply volumes in March remained at 2025 levels, indicating the shortage may persist in the near term. Analysts cite several other factors influencing price changes at filling stations:

• Reduced supply volumes and inventories,
• Rising costs for logistics services.
