Cash expenditures from the state budget: an overview
According to Мінфін: Ukraine's Finance Ministry has published cash expenditure figures for the general fund of the state budget covering January through July 2026. The general fund is the main government account used to execute the budget. Total outlays reached UAH 2.58 trillion, an increase of UAH 404.2 billion, or 18.6%, compared with the same period a year earlier. In July alone, cash expenditures came to UAH 345.9 billion.
Security and defense funding
During the first seven months of 2026, spending on security and defense stood at UAH 1.63 trillion, equivalent to 63.2% of all general fund expenditures. That points to growing financial support for these priority areas in the current budget cycle.
The upward trend in cash outlays indicates that budget spending has accelerated, likely driven by defense and security needs amid geopolitical tensions. The heavy concentration of funds in these areas underscores their prominence in national policy and could have knock-on effects for the country's economic and social landscape.
