Inspection of Vinnytsiaoblenergo

According to Главком: The State Energy Supervision Inspectorate in Vinnytsia Oblast has conducted an unscheduled inspection of the regional power company Vinnytsiaoblenergo, uncovering violations in both electricity distribution and record-keeping. Inspectors found that at certain substations, staff failed to fully implement dispatcher commands to de-energize power lines according to the scheduled outage plan. This resulted in an unfair situation where some consumers retained power while others in the queue experienced blackouts.

Furthermore, the inspection revealed documentation irregularities. In several structural units, operational logs did not specify the exact power lines being disconnected, and instances were recorded where changes were made to outage schedules without adhering to established time intervals. Following the inspection, a formal report was compiled and a mandatory order for corrective action was issued.

Plans of the State Energy Supervision Inspectorate

The State Energy Supervision Inspectorate plans to carry out unscheduled inspections in five regions of Ukraine. Energy Minister Denys Shmyhal emphasized that he has instructed the Inspectorate to conduct these checks. In a related statement, Prime Minister Yuliia Svyrydenko warned that the Russian Federation will continue its attacks on Ukraine's energy infrastructure even after winter.

In light of this ongoing threat, the Cabinet of Ministers, together with regional administration heads and energy company representatives, has begun preparing the energy system for the next heating season. These inspections are part of broader efforts to shore up Ukraine's grid against persistent attacks, which have caused widespread damage since the full-scale invasion began.

Given the threats from the Russian Federation, which continue to impact Ukraine's energy sector, timely action by state authorities is particularly crucial. The extension of such inspections to other regions underscores the seriousness of the situation and the necessity of ensuring the reliability of the country's energy systems.
