In August, State Guarantees Backed 92 Loans Totaling 0.9 Billion UAH to Support Businesses
Portfolio-Based State Guarantees Bolster Micro, Small, and Medium Enterprises
According to Мінфін: Portfolio-based state guarantees continue to play a crucial role in supporting Ukraine's micro, small, and medium-sized enterprises (MSMEs). In August 2023 alone, 92 loan agreements were issued, amounting to 0.9 billion UAH. Since the full-scale conflict began, entrepreneurs have secured 53,309 loans totaling 201.8 billion UAH, highlighting significant financial assistance for businesses amid challenging circumstances.
Since December 2020, a total of 58,534 loans have been granted across Ukraine, with a combined value of 212.4 billion UAH. As of September 1, 2026, 30 lending banks are managing 16,536 active loans worth 79.7 billion UAH. The Ministry of Finance of Ukraine remains committed to expanding affordable financing tools, enabling businesses to access necessary funds for sustainable operation and growth.

In addition to the support from state guarantees, the government has also implemented various financing initiatives that have significantly aided the business sector. For instance, the affordable loan program has benefited over 161,000 enterprises, showcasing a comprehensive approach to bolster the economy during these challenging times.
