Access to citizens' bank accounts

According to ХВИЛЯ: The State Tax Service of Ukraine will gain access to citizens' bank accounts to identify risky individuals and illegal activities. The head of the service, Lesya Karnauh, noted that this step is necessary to improve control over financial flows. She emphasized that this does not mean total control over the accounts of all Ukrainians, but only in cases related to control, which will allow identifying how much money flows through the accounts of specific individuals.

Special tax regime for self-employed individuals

In particular, under draft law No. 13232, the introduction of a special tax regime for self-employed individuals receiving income through digital platforms is envisaged. This measure will be part of Ukraine's efforts to integrate into the European system of tax transparency, which has been in place in European Union countries since 2023.

Lesya Karnauh also noted that access to bank secrecy could be the basis for a deeper understanding of financial operations conducted through the accounts of certain individuals. She stated that this control is not an attempt to find out what individuals have in their accounts, but aimed at identifying specific cases that require attention. Thus, the new initiatives aim to enhance the level of tax transparency and combat illegal financial practices in Ukraine.

The introduction of access to bank accounts within the framework of the new draft law reflects the efforts of the Ukrainian government to improve tax control and combat financial crimes. This may impact self-employed individuals and entrepreneurs using digital platforms, as the new tax regime may create new opportunities for legal business conduct. At the same time, it is important that this control is carried out transparently and with respect for citizens' rights to avoid abuses by government authorities.
